I have a pretty established site. Not too good, but its in the 600k Alexas and is a PR 1. I am trying to rank for some low competition keywords on Google. If I use a lot of High PR backlinks with my keyword as anchor text, it will get me to the first page? If so how long will it take? Might be a bad or newbie question, but I still don't understand the concept.
Yes quality backlinks may help you to reach top on search engine. But you must need to maintain quality than quantity while building backlink. Also need patience to reach on top. Don't create backlinkvery first. Mixing of dofollow and nofollow links are better and safe also it is necessary for natural view
Using keywords as anchor text is very good practice. To add to gofirst's advice: diversify your anchor links. While the majority of backlinks should lead to the homepage other pages on your website should also have backlinks. This makes your backlinks more natural and will make your site rank better. Cheers.
Using high pr links is a fast way to boost your rankings. But you have to make sure that your using a variation of the keyword as well. If you get any type of links in quantity you could b be slapped by Google
It depends upon the linking sites as well. If the sites are related to your site and the pages you are linking to, plus it is high PR site, it is possible that you rank higher.

Getting link on high page rank website is never been easy. High pr websites always place links of other high pr websites. You can only get chance if your site have quality content because now importance of content is more then links.
Links from high PR websites will help, but as others have mentioned, it has to look natural. Diversify your link anchor text and link sources. If in doubt, check where your competitors are linked from. It is tough to estimate the amount of time it will take since those links are tough to acquire. Also sometimes some keywords are more competitive than you would assume.

Getting back links from related high pr website is good way to increase reputation in serp ,but no one can presume that how many links needed to get on top ,it is totally unpredictable .
don't focus on PR, especially if they're not highly relevant to your website. I believe 10 relevant links from pages that are indexed from PR0 to 2 are way better & more effective that 10 PR5 not relevant links and worst than that, it's dangerous and may hurt your website soon or later. Best advise i can give is don't focus on PR, relevancy and website quality are the most important factors.
