Is there any way that I can find a list of PR7-PR8 directories that will allow me to submit my site for free?

    You might qualify for

    www.thomasregister.com (PR-8)

There are also a couple of academic directories that had PR-8

    bubl.ac.uk
    infomine.ucr.edu

Out of all my travels those are the only free PR-8 I have seen.
