Yes it will works...in getting page rank fro website and if directory is popular and getting in good position in SERP ...it will elp to generate traffic also
yep its still effective but not as effective as before coz we are facing the age of seo sophistication.... LOL
depends on how you do it, and which directories you choose, and how well spread your anchors are.. it's still as effective as ever if you do it right.

For me high or low pr directory submission is almost the same since if not all, most of the sub-directories has 0 page rank
Technically PR dictates the frequency in which Google crawls your site...submitting to quality directories regardless of PR will help you both long and short term.
I don't worry about PR as much as I do about the directory's relevance to my site. Of course a directory with both PR and relevance to my niche will help the most.

Definitely, it is purely depends on the directory you select to post your link. Do select correct category for your site.
