please rephrase your question "I am getting paid 0.01 is a cpm of 0.45 low"?, not sure what your asking. Generallt a cpm of .45 would be considered very low, but it depends what the topic of your site is. If you have a good CTR your cpm should be much higher than .45

It depends on your definition of a high CTR...

yesterday it was 22% and week average 10%
It is a football related site, and currently focusing on world cup.
I meant to say I was paid $0.01 per click and the CPM is showing as 0.45

I checked World Cup on Overture, and it doesn't seem like you should be getting paid that little for each click.

Overture numbers aren't very accurate at predicting Adsense keyword payouts. It is very much possible to get one cent a click.

I didn't say it was impossible (obviously he is getting paid $0.01 per click). I just thought that number seemed a little low.

I would consider what advertisers would be getting from your traffic. Do you have global traffic? If so I would think only a limit number of countries would have strong advertising dollars. Advertiser might be willing to spend in wealthy countries while your traffic may be coming from poorer nations. Adwords advertisers can target by country and bid differently in each country by setting up country specifc campaigns.
