Hidden Ads or Cloakers

Dear Sir/Madam,
I have noticed that one website is not at all displaying Ads but thier Ads are displaying all over in Co-op Advertising Network.

How it possible to high rotation of Ads in Co-op Advertising Network with out displaying Ads.

If the ads are "pointing" to the page- it doesnt necessarily mean that the page is carrying coop ads.

It is possible?
For example i have registered account for www.mydomain.com.
Can i add Ads. to www.yourdomain.com from account which i have registered for www.mydomain.com.
