yes,he is correct and do one thing start PPC with small balance and with less competitive keyword for one month . By this you will get PR and after one or two month, stop PPC. This will give you quick result.

in fact, google can spy through the toolbar the user reactions on any website (as per my knowledge). So if you do PPC initially, and can make your visitor stay on your site for a particular keyword, there are possibilities that your site getting ranked for that.
In any case, you need links to support high ranking.

 

what you told in terms of links is right. But doing ppc helps in the other way as stated by me. It never counts the links in ads as backlinks. there is no solid proof what google does with the toolbar. general belief is that google does some kind of spy work using toolbar.
Toolbar may be used the user action any any site he visits.
If anybody comes through ppc to a site, exits from the same page quickly, its general logic that the page didn't satisfy him. Conversely, the page is good for that particular kw.

Only google people can say what exactly the toolbar does.. !!
