I can help you out, when you delete a campaign they stay there just incase you need to refer back for how much you spent, keywords used, etc.
I noticed this as well, I understand that the deleted camp remains in case you need to refer back however as Brennan mentioned the problem is when you try and create a new campaign with the same name. I created a campain for just content network by mistake and deleted it, when I tried to create a new campaign it wouldn'y allow me. Not very technical but my soultion was to rename the original camp and then create the new one with my chosen name. Hope this makes sense and more to the point answers the question you were asking?
