Well, you pay but as far as I understand Bangladesh is still not a Paypal supported country so basically it means that you are not allowed to have a paypal account in the first place. That means there is nothing to verify too. Your Payoneer card would have your country's mailing address and this would raise a red flag at Paypal if you try to verify.
Do you get a statement, you have to see the 4 digits that paypal asks for either in the paper statement or electronic.
