depends how you use it. tag by itself is just another alternative to meta keywords in that respect that it tags the post to relevant content. Hope that made sense.
In the real sense of the word, using comment tags is not a blackhat. Just don't abuse this tags in your content.
a comment tag isn't really black hat as the search engines practically ignore these tags now through spam and they are only useful to people looking at the code, not to the visitor
