i have asked to get PR 3+ one way permanent backlink but not form directory sites,paid sites, blog comment, forums sites, social bookmarking, link farm, link exchange, article sites.so how i will get this pr3+ link. please suggest me...

Maybe contact the owners of other sites that are similar to yours and ask to swap links? You put one on theirs and they put one on yours

Perhaps, find an old domain with PR3, and then create link to your site.

 

have quality content and surely people will place links to your site. If it is something interesting i will personally add you a link. Focus on the user experience not on how you will get 1 million links.
