Frank Kern just released a video on his blog and at a point in there he sort of mentions this. He doesn't get into as much detail as you covered here, but it proves that the big name guys are using this strategy.

You can see proof of it if you're subscribed to any of these guys lists. All they do is cross-promote each other's stuff and make tons of money off of it.

The way Frank described it is that other affiliates are not necessarily your competition but can be a huge asset to you and you both can benefit from each other. Definitely a different way of looking at it and I think a lot of people miss this.

If you can do mini-product launches and get affiliates then you can truly earn some good money very quickly.

You are also right in that if you want to be big, you cant think small. You have to think big. Think about how to scale up what works and leverage the knowledge, skills, and abilities you do have.

If you don't have skills, knowledge, or abilities either learn them or when you get enough income, outsource to the people who do have them.
