You can use http://translate.google.com/translate_t I'm not sure if they will accept English sites though...
No and thanks very much for the translation. Some foreign ones will and some wont, ive submitted to many languages in the past. I usually complete the title and description in the language of the directory that im submitting to. Using google or other translation tools, then translating back to english to see if it makes sense, sometimes have to try a few times at the translation. Worth looking for an english category in the directories too, then you can submit in english usually of course.
don't google consider evry TLD as same ? But we often see them in results Also what are you telling to say ? i.e submitting a .us domain in swedish directory is a waste of time ? or .us doesn't rank high in google ???
