Start a discussion on a chosen topics and give your website title and link on after you cliecked on "Add entry" section. These are do follow. When you reply, you can also add another do follow link

There's no limit and you can post as many times as you want.
I heard it's PR will go to 4+ within next monthes....

But a lot of them are not actually do follow sites.
