can anyone help me to clear a doubt?...
suppose i am creating 10 blogs on same ip (same host or say ,blogspot domains) with same content and posts, and then i am giving link to each other blog from every other blog.
will it increase the backlinks and helps in link development?....or eventually will it increase pr of those websites?
if some blog has already got pr,will it be adversely affected by the other blogs of same content?...

It might help initially, until the search engines determine that the content is duplicate and any benefit will be diminished.

I think although the amount of work you're suggesting is low, the benefit is also relatively non-existent.

People might have had success doing this in the past but I wouldn't suggest it as a viable SEO strategy.

you'll likely lose all the pagerank for every page with duplicate content. I would advise you against doing this unless you're going to use unique content for each blog.

Heres the problem. Same Content, Same niche, Same IP. Google will get you for duplicate content and your ranks will fall.

I believe its ok to exchange links on the same IP as long as content and the niche are not exactly the same. I would think the link juice would be lower though.

Google is a text-only crawler, so it's pretty simple. It reads everything on the page, and if it's over a pre-determined threshold (like, say, 20 words in a row are similar, or there are 15 strings of the same 10 words) of being too much like another page it has cached, it knows it was a copy/paste job and discounts pretty much the whole page.

This exact method is called "Link Farming". Just stay out of it or you may find all your sites getting banned. Instead try whitehat link building methods.

Hey don't do it. Google is smarter than you think, and it won't be long before they find out about this. Anything unnatural in Google's eyes will get you slapped. Just build links the conventional ways.
