Ok, I want to buy a domain name, website and email, but I have no pay pal or a credit card. What do I do???
Bank transfer? Pay Pal is free... and you can connect your paypal with a bank account. No need for credit card.
How in hell do you expect to pay for something if your only means of payment is cash? I presume you are under 18, or have for some reason chosen not to open a bank account? I suggest you get a friend, who has paypal, pay them cashand get them to pay for it.

If you don't have a bank account, PayPal account, or credit card, you should probably rethink getting into business online (and buying anything online, actually). Without a PayPal account or a credit card, it's basically impossible to buy/sell stuff online.
Some hosts & registrars will take a Postal Money Order. Take cash to your post office to get one then mail it. The recipient cashes it at their post office. If it is going to another country then you need an International Postal Money Order. Is there a local host in your town that you can pay in cash? Good luck.
