Yes you do have to give them what they are asking for. Just be 10000000% sure you are really at paypal and not at a shadow paypal ( fraud! ) site. You can also call them on the phone to even more sure.

Well if you provided fake information then you lied at the application and your action would have breached your contractual agreement with paypal. As such, your only real honest option would be to forget about the account altogether. If you ever sign up for an account, make very sure that you only provide 100% real information of yourself.
