    I am only trying to target a local area.

    1) Should I pay for only like 10 top PR directories?

    2) Should I pay for 1,000 lower PR Directories?

    3) Should I use the same description/keywords to the paid directories?

    4) Should I submit just the domain or subdomains too?

    5) How long should the topic/description really be?

    6) How many keywords should I submit? As many as I can or just a few good ones?

    2) Should I pay for 1,000 lower PR Directories? - If you have the money for above, then you should do these aswell.

    3) Should I use the same description/keywords to the paid directories? - This is a wind up? :)

    4) Should I submit just the domain or subdomains too? - Depends what the directories allow.

    5) How long should the topic/description really be? - Its more up to the max limit per directory.

    6) How many keywords should I submit? As many as I can or just a few good ones? - The keywords where? Within the description, title or keywords field that some directories have?

    My faithful advise is don't focus on the pr only and human submit your site.

    for me, i will look traffic, that more mean than PR,

    Pipes has given some good answers, here is my take on it.

    1) Should I pay for only like 10 top PR directories?
    Don't just look for PR, see if directory is ready to reject submissions even when people are paying for it. Are they approving sites with spammy title/description etc.? Are they still promoting the directory?

    2) Should I pay for 1,000 lower PR Directories?
    Sure, you might want to stick to 'new' directories for this. There are many PR5+ free directories as well.

    3) Should I use the same description/keywords to the paid directories?
    If you are paying for these submissions, why not make your descriptions unique to get the best value from these submissions?

    4) Should I submit just the domain or subdomains too?
    I like directories that offer inner page submissions along with homepage for extra charge.

    5) How long should the topic/description really be?
    Most directories would allow 200 characters but some would expect more than 250 characters. It totally depends on the directory. Some directory owners allow extended descriptions, I would say you should grab this option.

    6) How many keywords should I submit? As many as I can or just a few good ones?
    I use around 5 keywords per directory and mostly stick to top 10 keywords I have. I think they don't do much except creating duplicate content in directory :D
