Setup web server using Apache or any webservers and point your dns to your machine for resolving.

Yes you can host it by your computer. As Sahab said you will need Apache.

Firstly is your IP static or dynamic? If dynamic you may need dynamic DNS, static will be far easier. Just install a WAMP package, XAPP for instance. It is more of a one click solutions. Something I do not understand though. With so many free hosting and cheap hosting, why bother to setup your own?

I agree with wisdomtool - You run too much risk hosting this yourself unless you are hosting some service on your PC that you need to lookup from External location. If you need to look up some data on the PC on a regular basis maybe script an FTP upload to Free/Cheap hosting..

I would generally not advice you to host your site on your own server. I mean even if you can maintain a uptime similar to a server located in a datacenter you will definitely not be able to beat the Internet connection which will definitely result in higher load times for your site.
