Help with PayPal Refund Policy

One of my Client is threatening me saying that he would charge back the payments he made to me via PayPal. He was a long time client of mine, he currently owes me around $400 for the work i did for him. He suddenly stopped replying my mails around 40 days ago and all of a sudden he replies me demanding that the work i did earlier was wrong and he wants $500 he paid me over a few months for the work i did for him, this amount is excluding the $400 he currently owes me. So he is threatening to charge back this $500 via PayPal or else i should do more work worth $500 for free. I clearly understand that he is cheating me, this is not the first time. He has previously accused my work was wrong and demanded some more work free to cover up his losses, even then i knew he was cheating but i continued to work for him. Sorry for the story..

Ok my question is whether he can really chargeback that money from my PayPal account via PayPal's refund policy?

My account is verfied using credit card. And i have all the conversation mails between him and me from the day i started working for him, those will easily prove that he was the one who cheated me on 3 instances before and the current one too. I am 100% sure that there is not a single mistake on my side. I am just worried that he might find a way to cheat PayPal and do something to my PayPal account. Can he do something like that?

Also is there a way that i can get the money he owes me through PayPal or someplace else? He has a website for which i worked, can i do something with it?

Any help would be appreciated, thanks.

    P.S. - He last sent me a payment on 31st October 2011.

I'm NOT an expert in this, so I can only offer you my thoughts about the situation based on the information I have.

Paypal is not known for being very good with transactions that don't involve physical products that can be shipped and tracked. I know a lot of people who sell digital products (like ebooks and websites) have been cheated out of their products/sites and their money because Paypal has not sided with them when a customer has done the same thing as this client is threatening to do with you. Paypal usually says this is because it's not really possible to "prove" that there was product delivery when the product was digital. I'd imagine it would be similar with services.

However, since you have all of this recorded, you might have a better chance of proving your case. I would suggest getting someone at Paypal on the phone and asking them about the situation - sometimes you can have them put a little note on your account that lets them know about future activity. Usually with Paypal it's better to be proactive...

I'm sorry to hear that you're going through this. I hope it works out for you... and try not to work with that guy again!

Thanks for your suggestion, i have the thought of calling PayPal and notifying the situation of my account. Is there a different PayPal contact number for each country or all are the same?

I won't ever work with that guy again.

Glad to have helped at least a little... I would just sign into your account and use the number they give you. If you end up calling the wrong one they should forward you to the right place anyway.

    Good luck!

Well i think, i am not sure of that, paypal only refunds transactions that are made within 60 Days, transactions more old would be not refunded.

Better you ask this form paypal directly.
