Help with mp3 script

Can anyone help,I am looking for someone to help me with a script for uploading and displaying mp3.What i want the script to do is allow users to register then be able to upload a mp3 file to a directory and also create a xml file for the mp3.Would also like users to be able to rate a mp3.There will be some other things i'll need the script to do but i'm still planing these.Just looking for someone who would be interested in doing this and some rough costing's for a script like this.Thanks VK

Thanks, ampjuke looks good but was realy looking for someone to wright a custom script.

 

I could do php/html script, have samples of work. I cannot use xml at this point tho.
