I don't have too much experience with forums, but maybe you could buy a few forum posts to get things started. I think that would probably be the most effective way. When people see that there is a community established and thriving, then they want to join in.

    Good plan LinkLoverSEO

Many hands make light work and you will get quality posts if you do it this way.

There is never a quick way to get quality :)

    Good luck guys

99% of aren't going to join a forum because forums suck. They'll only join already, big established ones.

Well mot of the posts are clustered in one section which will deter people from posting in other parts. Are you sure the traffic you are getting is quality? Whats the bounce rate? are they leaving your site immediately?

I have fresh forum (in Lithuanian language) and I don't know more ways than ask friends to chat some or pay others for posting to run on a new forum. You could try collecting links, making SEO, but the truth is that there too few users who want to register and start discussing in empty forum at internet, so it could cost you the ages to build a community in your forum...
