You might be able to modify something like this: dynamicdrive.com/dynamicindex1/staticmenu.htm into what you need.

I didn't search through all the pages on dynamic drive, so there might be others that are better suited for your needs.

 

Using dynamic drive would be useful, or you could search on Google for "ajax menus"
