    1. Geotarget as much as you can to the city where you are offering your services.
    2. Inform the PPC platform (Google/Yahoo/MSN) about it and provide the IPs - they will take care of the invalid clicks for you.

I am not sure if you can do with help of IP's . I have so much spam hitting my blog and I block the user. Next time they use different IP and variant email address but it is same old junk.

Just stay away from the 'content network'. and stop your ads every once in a while

I dont think you even need to go as far as supplying the IP info, as skillguru says..its been my experience that if you tell the SE's about strange traffic spikes that generate poor ROI and very low engagement stats(time on site, abandon rates, etc..) that they're willing to refund some or part of it. Of course, they're probably more apt to do this when your a big spender, but if you can show data that backs your claims up, you have a good chance of getting some positive resolution.

Fletch what you have said I have also heard from other sources that you can get some part of your money back. Facebook has recently acknowledged this and refund its advertiser.

If you are advertising on content network it is wise to set a time frame in which your ads will run. Most of the click fraud happens from 12:30 PM to 5:30 AM so don't have your ads run on content networks from that time.
