I am trying without success to swap banners with a top ten site. Here are their instructions.

Please right-click on the button that you would like to use on your site and select "save picture as" from the list. Then save the button to psc.gif or some other name that you will remember (be sure to save it as a .gif or the image will not display properly to surfers.

Finally, do not forget to update your link code with the proper image name.

Now this sounds simple enough and I have built several sites in straight Html so I am familiar with gif files jpg etc. This is an animated button and when you get it, it's name is "bandwidth.cgi.gif". I have tried just changing it to read "psc.cgi.gif" and "psc.gif" uploading it and point the url in the right path "img src="http://mywebsitenamehere.com/images/psc.cgi.gif" but the button still does not show up on the page I have uploaded it on.

What could I possibly be doing wrong?

I don't get it. Could you tell what's the problem once again.
If your image can't be click put it in 'a' tag:
"psc.cgi.gif" is the name of your image in folder images. If your image name is "psc.gif" change the url like that:

Members of the banner exchange benefit from free website promotion and internet advertising to help build traffic for their UK based websites...
You can easily attract new visitors to their site by displaying advertising banners on multiple other banner exchange member's web sites....
