Judging by the response you got, you can't/ It looks like the editors think that the information you provided in the article was not anything different than could be found elsewhere so it is not going to attract a wide audience. If it isn't going to make them money, they probably aren't going to pay you up front for it. You may be able to contact the editor and see if you can rewrite with different content and resubmit for upfront payment.
