Everyone would have their own recommendation on this but from what you're saying, it doesn't seem like you'd be able to use Adsense, which is supposed to be the highest paying of all. Exoclick.com is an alternative, I have not used it myself but have seen huge sites in same industries as yours use it, so you might wanna give it a shot.
You will not be able to use many networks until you build your sites traffic. You've given us a vague as hell statement with the website your're going to create. I'm guessing the site has 0 traffic. You can use popads as for banners I have no idea as your website will be brand new.
