Ok guys, this the story. Basically, I found a designer on DP to help me redesign my forum skin, and he agreed to help me with the quote of $1xx, He asked me to pay him an upfront of $4x first. I agreed and I send him the psd files and money to his paypal account. He told me that I can expect the job to be completed within 2-3 days (max). Project started on 22/2/2012 (The date I send him the money) till now (1 March) I havent get anything from him yet (never show any design). Sometime I send him pm he ignored me, his profile shown that he's online and is reading those pm. So I'm disappointed in him already, I have no choice but to open a dispute at paypal on 26/02/2012. After the dispute open he finally reply me. And tell me that he promise me will send me the complete design by 27 or 28 feb once he's back to his office. He kindly ask me to close the dispute, so i trust him. I closed the dispute but, after the dispute closed, it's still same! no design. I feel very disappointed about this case, as the designer have a good itrader score of 100%, so I trust him that he will help me do the job, But, now I'm at loss and I'm afraid that he will not refund me back my money, even after I trying hard to contact him via pm! Can someone please tell me what to do? I called paypal about this, i ask them if it is possible to resume the dispute and they say no. I think my last option might be to go and contact the local police already.
