The only way you can verify a US Paypal Account is to add a US Bank Account to your Paypal account then complete the verification process.

Since you have a US Paypal account, it would be that you are from the US and you can sign up for a Payoneer account directly from Payoneer.com since US Residents have full access to it.

It is only the rest of us non-US residents which needs to apply through an affiliate program.

If you are not residing in the US then why did you in honesty have to sign up for a US Paypal account and lie in your application ? It would just bring you trouble after trouble. People like you cannot be trusted and it is people like you who brings Paypal its bad name.

You do not need US Citizenship to get a bank account or a Paypal account. All you need to do is be residing in US. That's all.

if you work in usa then you should know how you can open a bank account without having citizenship... i am sure you have there green card or whatever its called.... and SSN to work there... so i am sure you have both which you may need to open a bank account...
