I have a bunch of sites that get about 10k page impressions per day. Most of the traffic comes from India. As of yet I cannot get my CPM above 20-30 cents. I am willing to pay someone $200 for any single idea that I like and I get approved for and that pays $1cpm across my sites for at least 2 months from implementation. ( I will accept ideas that take up 2 ad placements per page) I am willing to try a number of ideas at a time, first in best dressed for the award. One grouping of sites got 47k UBs, 58k visits and 226k page impressions last month. Second group has about the same traffic levels. PM me for a sample site.
