It looks safe.. I think. If in doubt, just comment it out.

Why don't you try it on your local server before using it on your website. I can't see anything wrong with it.

 

What are you using or WYSIWYG on some programs/scripts can add and/or mess around with some java and codes every time you save normally in noscript area of code.
