help : Sign up to paypal with other pan card ?

hello, as my old account has been permanently limited, so i want to make new one,
but paypal ask pan card for new sign up and i dont have pan card, and i am under age of 17 years,so can i use my father's or mother's pan can for registeration with my credit card and my name on account ? is there any problem , i wont be getting limitation ??
or any other idea i can do ?

but if paypal somehow get access to his pan card(like read only or something from the government) then his account is screwed , better make the account in your fathers name.
