I need to set up/configure WHM cpanel for a VPS.
I have got two ip addresses.

Can any one explain me the steps for setting up name servers? and DNS related stuff.

What I understand is, register a name server with a registrar (say namecheap). and assign one of the two ip.

then use that name servers in whm basic configuration setting.

Create a new account with those name servers.

    is this correct?

please note, this is a vps

    Any help...

    It is quite simple.

    - Log in to root WHM.
    - Click Basic cPanel/WHM Setup on the left hand side.
    - Scroll down to 'Primary Nameserver'.
    - Click 'Assign IP address'
    - Copy the IP address it uses for that, go to Namecheap and set it up in there.
    - In the next box, enter the nameserver you set up in Namecheap (ns1.xxxxxx.com)
    - Repeat the above 2 steps for the second nameserver.

    Your done. :)

You may want to hire a server management company to optimize & secure your cpanel/whm vps .

Security is always the top priority, imo.

I tried this, but no success, when I click on assign IP, progress bar appears and then it hangs for ever.

    Please look at attached screenshot.

If you still need help, you may consider hire a server management company to setup for you. In additional, get the vps secure & optimize at the same time. All for a small monthly fee. :)

Try checking 'Nameserver IPs' to make sure they haven't already been allocated.

I can recommend platinumservermanagement.com. I've used them in the past, and am currently using them for my hosting company. The only thing is, they're not proactive, and so you need to have a good staff on hand as well, or keep a good eye on things. Personally, we use them as a backup. During holidays, etc, my staff is out with their families, and when we get a little stretched, PSM comes in handy.
