Depends what you plan to do. There isn't really enough information here to make a judgement. You'd need to know 1. Software or hardware raid? If hardware, what controller are they using? Does it have battery backup? 2. What's the CPU type? Intel/AMD? What version - 3400 range, 5400 range, 5600 range? 3. What type of RAM - DDR2, DDR3 (can't be that)? ECC-R or standard? 4. What motherboard are they using? 5. Drive Specification? Type & Model number. Some cheaper SATA drives are not good for fast RAID set-ups. 6. What is the function of the server? If there will be a DB or Email server installed then RAID 1 is not a good choice due to the requirements for fast Write. RAID1 is fine for web sites. 7. 8GB of ram is fine for a medium-busy server but it depends on operating system and other software installed. If you're installing web sites and a DB, try to get more RAM. It all comes down to detail, and your planned use.
What is the price for that Server? Moreover, it should be time-tested company cos you need to be confident in their reliability.

Is this per month? If it is then its not that bad, thats pretty much the average cost of a system like that, but you should look around you might be able to get it for around 30$ less somewhere else.
