Nope you can't withdraw those funds to your Bank account. If your friend is not having a bank account then you can withdraw it to his father's Bank account. Main funda is SurName should be the same.

You can only restore the account by providing the documents which paypal required when they limited the account. You can find the documents in the Resolution Center. If your friend did not do anything then probably there is nothing can be done.

Since it is your friend's account, he is the only one which can restore it.

Now here is a thing. You open one more account and this new account should be on your name. Transfer the funds from your friends name account to your account and then withdraw it to your Bank account.

This is the best and the simplest way to deal with such kind of problem.

Not really, it will probably not work since the current friend's account is limited and thus would not be able to transfer any funds in and out of the account apart from the bank account or check in the name of the current account owner.

I have this feeling that the OP is probably from an unsupported paypal country and thus opened the account in his friend's name who resides in a supported country but then again I could be wrong.

If your surname is right than you can add your Bank account information on PayPal. Otherwise you have to use his father's bank account information.
