Help Putting Black Outline Around Image

I have a clipart image that I want to use for something, but the black edges on it aren't perfectly smooth and thick.

Is there any way (with Photoshohp) to place like a black outline around an object to make it look more smooth?

    Thanks.

use could use the pen tool, or if you have alot of patience you could use the brush tool set on the pixel dimensions you want

Use the magnetic lasso tool to go around the image and then stroke the selection.

Goto blending options and select the stroke option and adjust it to what you need.

Click with the Magic Wand Tool on the stroke you have now (use Tolerance:10 or something). Delete it with backspace. Go to 'Add a layer style>Stroke... and give it a stroke.
