No you may not tell people to click a referral link in your signature - that would constitute "active promotion" which isn't allowed. As for trying to find a partner to help with a website, if you're not paying anything, it goes in Freebies. If you're hiring a designer, put it in the design area under services. If you're looking for an actual partner where you'll split profits of the site or something, post it in the main BST area.
