If it were me I would focus on the phrase 'free online store'. 'Free Online Shop' may get more searches according to Google, but I think a lot of those people are just looking for free shopping, not free store hosting. You can target a few keywords/phrases per page though. Try some other ones like 'online store for free', 'create a free online store', etc. Aside from the Google keyword tool, you should also examine the search results for those different phrases. Some may be much more competitive than others.
I was also looking at Google's Keyword tool. I noticed Free Online Shop is good for outside of the United States, but I think Store is the way to go if you're seeking US traffic. Free eCommerce Store was searched more often than Free eCommerce Shop Worldwide. As the above poster, i would stick with "Store" over shop.
