Help on Direct Marketin for a booking website

    I'm finishing up a booking club/restaurant website, the client says he's thought of everything but it's asking me what would be the best cost/effective way to market it.

    He would like to have for the launch online, and the immediate weeks later, the highest possible number of clubs/restaurants signed (no money involved for them when signing, they would only pay per booking) to make it as lively as possible.
    I said Direct Marketing off-line via brochures, leaflets or fax at first since I've set up a form on the website which should be filled in by the clubs to require more info but I don't think it's too clever, on the other hand the client is not in favor of giving everything away on the website (namely the cost per booking). When he asked me how huge websites like booking.com or expedia.com convinced their properties to sing in when still in their infancy I was flabbergasted and didn't come up with a decent answer.

    Any Marketing Guru who can come up with better stuff to say than I did? Thanks!
