Paypal are a real pain (see my post on Paypal here). What I would suggest is that if there is any way at all that you can avoid using them, do so. I know personally it's not always that easy, but other than that I think you just have to provide them with the information you have. If you have previously had an account frozen and are looking to set up a new one, I wouldn't advise using a different bank account in your name - that happened to me and they froze my second account, linking it to the first through the bank. Bottom line - PayPal are bad news.
David, thanks for the opinion but that's not what they asked. Just stay within paypal's TOS and you should be fine. It's not great, but it's the least worse. I've heard just as much about egold and moneybookers. Your credit card information is pretty safe with paypal. As long as your computer is clean from any keyloggers, then you should be fine. If it's just a credit card issue you can also verify a bank account. It is also possible to verify it using a virtual credit card that you buy online (or here at DP), but it could give you trouble down the road. For the USA, the sending limit is removed as soon as you have a verified account. The withdrawal limit is supposed to be removed once you do 2 of three options. Verify a credit card and enroll in their expanded program (not sure about how this one works) Verify a bank account Verify your social security number/tax ID. This is at least how it works for me. Avarian - I would disagree about PayPal being the least worse. I've never had a bad experience elsewhere, but have had several with PayPal. Unfortuantely, you have to comply with their requests for information in order to gain full, unrestricted account access. I don't think there are many ways around that.
