Hello, While, I try to make a payment to a paypal account. This transaction cannot be completed is the message displayed , I am from India,and is using HDFC netsafe card to pay and i am sure the card is having enough balance. I am able to send up to 8$ , but if i increase the amount to pay anything more than 8$ and hit continue, the message i am receiving is "This transaction cannot be completed " what could be the reason??
