Help needed configuring a cgi-bin on a Mac

As a complete newbie, I am having trouble configuring a cgi-bin to run executables on my Mac (OS X 10.5.8). What changes, if any, do I need to make to the httpd.conf file (ScriptAlias directives?), and what URL should external users then employ to invoke a program, such as e.g. the standard hello.pl, placed in that cgi-bin?

I was under the impression that the folder /Library/Webserver/CGI-Executables was already set up for this purpose, but have not been able to remotely execute a hello.pl program placed in there. An even more convenient cgi-bin for my purposes would be the one which is at /users/david/sites/cgi-bin.

I have placed links to a copy of my httpd.conf file, and to my hello.pl program, at davidpager.myftp.org/~david/misc
(a URL to a Apache web page on my computer at /users/david/sites/misc).

Any help would be greatly appreciated.
