I have a css/html template and when i paste in the article then view the page, all of the quotes and apostrophe's are displayed as question marks. How do i fix this?

What are you pasting it into? Notepad? Do you mean after you paste the code and view the file they appear as question marks? Are you uploading to a Linux server?

    More info please ...

This comes from the charset. Use the same format, ISO or UTF-8 for the two tools and it works.

With so many great free blog applications available -- why reinvent the wheel? Why not use one of them?

None of this made any sense, especially the initial question.
