Can say about WebMoney, as it's popular here in Russia and East-European countries (I mean post-USSR countries).
It is not easy to setup, 'cause you need to install a software called WM Keeper to operate with your funds.
Maybe it's secure, but there are lots of "keys" - files you need to keep on your computer to be able to run "keeper"...
It's so popular, as there is no good alternative for these regions, what is sad...

So, go ahead and get an epassporte account:)

Or I'd highly recommend you AlertPay or Moneybookers - the best payment processing systems for now (alternative to PayPal).

With recent security issues in the payment processing industry it seems like safe is a relative term. A large user base is a double edged blade when it comes to security, in addition to having more resources to secure the date it also makes for a more appealing target.

I'm not personally familiar with either of these sites. I'd get in touch with their sales team and see if they can walk you through how to process a payment, then you can judge for yourself which is easier to use for what you'll be doing.

I'm not sure if you'll be needing an API, but wmtransfer.com did have a handy developer section that was easy to find:

You can use webmoney keeper light, not using software:
