sorry, i don't understand chinese so I can not check the content but it was indead very slow. it took several minutes to load. so that can be a reason....

Can't see that this is banned - it has a PR2 showing. But there may be a lag. The site doesn't register for a site search (site:alexaweb.cn). Could you open a google account, go to webmasters section, verify your site and see what Google says about it?
its not ban buddy.... may be their has some downfall for your keyword you are targeting...but this is not banned ....

No one noticed very bad thing about this site.. though this is made in chinese but it is quite understandable, that this site has very less or no content in main page and every other pages, this site is completely flooded by Google ads all over, might be some Google guy has found this in their regular fraud detection search routine.....
