You can do all that from your admin cp.

Yes I have gone to admincp but where is the permission setting option

    as who can make post,
    who can create threads

or how many posts he needs to open thread

is this a problem because i have not registered version?

First, you can set general permission for usergroups like Guests or registered members.
These settings are in "Usergroups" > "Usergroup Manager" > Edit Usergroup (e.g. Registered Members)

Second you can set permissions for each forum individually.

These settings are in "Forums & Moderators" > "Forum Permissions"

You can either set permissions for each Usergroup on a category basis (red for modified) and then inherit it to all the forums in this category (yellow for changed and inherited), or you can modify it for every single forum and usergroup. (If you change permissions on a category or forum you need to set it to "Use Custom Permissions" at the top while editing)

Third you can set permissions for each individual user.

Search for the User, edit him/her and then at the drop down box at the top left click on "Edit Forum permissions (Access Mask)" and set his/her permissions to what you want it.

    Hope this helps

ps: It is complicated at first but after you understand the way vBulletin works, it becomes easy and very powerful
pps: If you have a lot of forums try to use the "Permission Duplication Tools" for Forum permissions, it makes your work a lot easier ;)

Man I have done the same way and set every thing to yes including post and thread options for registred users. But when I go to make a post or open thread it says you are not allowed and may have restrictions by admin.

Is there anything to do with registered users?
