HI, I want to start my own forum on ipb. i want to know that i require license for that or i can run forum without license?

Yes it is necessary. If you don't use a license you would be doing something illegal. If you want a free forum instead you should try SMF.
I would advise you to take vbulletin since this is simply the best software on the market and I think that buying one instead of using a free one is way better and also pushes you more to make a success out of it! Just my two cents!
Well, you can just start with something free like SMF until your forum has grown enough, and then switch to IPB or vbulletin. That way you only make the investment after you've seen the site catch on.
