Create useful content regularly and build slow and quality links regularly, using natural methods of link building, don't think of nofollow and dofollow, use any if they have quality and if they are related to your website. Concentrate on those links from where you can get traffic.
Before investing big amount, always investigate and ask questions and help. Or better start on the free way that is popularly effective. Then, if everything's fine, you can now try to bring it up to the next level on which you'll going to pay.
Just keep using Fiverr, and combine that with your own unique social media strategy..and you should be good to go.
I think you need to balance the bought links with manually created ones. Set up a Facebook page for your site and share your site's content there. Do some guest posting, or blog/forum commenting to promote your site. Hope that helps. Have a good weekend!
