Where can I get 'legal' touch screen phones under 20,000 INR in Delhi ? The phones should have a OS that supports a wide variety of softwares & games.

Don't think so that you will get touch screen phone under 20k You have to increase your budget for this.
Coz there are places where you can buy a new phone without bill. they are kind of stuff on which import duties or other taxes are not paid.. though its new... it comes with no bill and no company warranty. Companies don't do it... but local guys do!
