    OK, I want to extract image from jpeg and then want tto change its color

    picture is

    , its copyright free so donto worry on that,

    a) I want to extract الهادي you can easily reconginze that in arabic,

    b) how can i change it color from green to blue or white or what ever i want.

    Use Gimp
    Select the area
    cut into a new layer
    Change the colour

    there will be tutorials for changing graduated colour like that
