help me ( I want to remove Paypal Limitation )

    I have paypal account
    i was live i Newyork but Now I have a contract wok in Lebanon
    but when i open my account open message " Learn how to remove this limitation "
    I cant do any thing in my account
    and i do all steps to cancle it
    but i cant do one step
    its my phone number !!

    Can any one help me plzzzzzz
